Is it illegal to break a contract before any works are done if the contractor is not legally HDB approved to do renovations?

If you intend to terminate a contract prematurely, you might be liable to pay for an early termination fee. It is in your interest to check through the contract for terms on early termination. It is also possible that you might be liable for damages for breaching the contract. However, whether or not you are liable for damages will be dependent on the facts. For example, the contract may be voidable through recission if the contractor had misrepresented that he is a registered contractor. A recission releases an innocent party from future obligations and restores the party to the position it was before the contract.
